West40 and Similar Education Organizations Now Eligible for State Construction Grants

Obtaining access to grant money for school construction projects just became easier for Regional Offices of Education and Intermediate Service Centers in Illinois.


House Bill 5418, which allows for ROEs and ISCs to apply for school maintenance grants if they are occupying publicly-owned facilities, is now a state law.


West40 wrote the bill and advocated for it in the months leading up to its approval by the state legislature and Governor Pritzker.


“This law is about taking another small step to providing equitable educational resources to all students across our state,” said West40 Senior Director Executive Support Dr. Michael Popp. “We're thankful for legislators and the governor who recognize that all students deserve a chance to be successful.”

The law states that the Illinois State Board of Education is authorized to make grants to

school districts and special education cooperatives established by school districts, without regard to school enrollment, for school maintenance projects.  


Popp said the process of getting the idea to law took a great effort from members of the Illinois Association of Regional Superintendents of Schools (IARSS) and members of the Illinois Coalition for Educating At-Risk Youth (ICEARY) working with members of the state legislature focused on providing equitable educational resources for students.
